History
Higashi-Kuyakusho-Mae Station opened on 2 December 1988 with the inaugural Sakaemachi-to-Hōsui-Susukino segment of the Sapporo Municipal Subway's Tōhō Line. During construction the stop was provisionally called Mikaho Station after a nearby neighbourhood, but the final name reflects its role as the closest subway access to the Higashi Ward Office. The single island platform sits under the Kita-13-Jō-Hokkyō-dōri at its intersection with the Tōhachi-Chōme-Shinoro-dōri, with four exits arranged mostly on the western side of the line. Platform-edge doors were activated on 8 February 2017.

Notes
The closed shutter on the left of the ticket gate is locally rumoured to be a former exit blocked when the Kōsei Gakuen school refused to allow it through its grounds; in fact it conceals the emergency-stair exit from the platform.
