Chūō-toshokan-mae Stop (SC12) is on the Sapporo Streetcar Yamahana-nishi Line and Yamahana Line in Minami 22-jō Nishi 13-chōme, Chūō-ku, Sapporo, with both lines normally through-running here. It opened on 23 November 1931 as Shihan-mae Stop, named after the nearby Hokkaidō Sapporo Normal School, was renamed Gakugei-daigaku-mae on 24 March 1950 after the school was reorganised as a national university, double-tracked in 1951, renamed Kyōiku-daigaku-mae on 1 May 1966, Nishi-Tonden-dōri on 1 May 1987 after Hokkaidō University of Education's Sapporo campus relocated and finally Chūō-toshokan-mae on 15 March 1991 when the Sapporo Municipal Central Library moved into the campus's former site — the platform and crossover were also shifted east about 50 m to face the new library. The stop number SC12 was assigned on 1 April 2015, and on 20 December 2019 the outer-loop boarding island was moved further east as part of a renovation.

Chūō-toshokan-mae has been renamed four times since 1931, each rename mirroring a change in the neighbouring institution — from Hokkaidō Normal School to its successors and finally to the present Sapporo Municipal Central Library, with the stop and its crossover physically shifted east in 1991 to keep them aligned with the library's new entrance.
